Draft Memorandum on Armenian eProcurement system with comments on response from European Dynamics of January 18, 2013 to the diagnostic report evaluating the ARMEPS (eProcurement system in Armenia) prepared by the consultant in October 2012

Review the Armenian government budget planning system (LS Budget) to make sure that information related to the procurement plan can be imported from there (or any other third party information system).

Review possible technical solutions against RA requirements and document final business requirements, aligning with procurement decree, procurement planning decree and framework agreement decree. Prepare statement of requirements document in preparation for procurement of the e-catalogues module.

Deliverable 1

Review of the detailed Project Implementation Plan produced by PSC/EKENG. The review has to be completed in 3 days after the receipt of the final PIP from PSC/EKENG.

Component 2: eProcurement reform

Deliverable 2

Update of the Road Map for Finalising eProcurement Reform in Republic of Armenia 2013-2015 prepared by the team in December 2012 due to the change of stakeholders and role allocations. Necessary amendments have to be made also in the Armenian version of the text. The final English text of the Road Map has to be submitted to the OL by the end of January 2014.

Update of the Work Plan based on the updated Road Map to be submitted to the OL together with the Road Map in the end of January 2014.

Deliverable 4

Draft report on the revision of ARMEPS eProcurement system functionality after the update including comments and proposals from the Armenian stakeholders (MoF, PSC, EKENG). The report has to provide information on whether after the update the system is able to work without discrepancies and if this is not the case contain list of bugs necessary to eliminate. It has to be based on the review of the test plan prepared by PSC/EKENG.

The new Roadmap included the whole ePPS and related aspects, such as legislation framework development, capacity building activities, knowledge transfer, explanations and definitions.

Road Map was approved by the government stakeholders’ meeting at the Prime Minister’s office on 20 February 2013.

Regarding the ARMEPS system current issues and changed schedules, the Roadmap was outdated. See the revised Work Plan in annex.              

The Crown Agents consultants’ eProcurement team has to review the Roadmap and update as much as necessary based on new work plan. New revised version of roadmap will be issued during June 2014.

Capacity building activity to discuss GPA new text. Donors – EBRD jointly with WTO GPA Secretariat and US CLDP. Dates – 25-27 April 2014. Participants – staff of the Ministry of Finance, “Procurement Support Centre” SNCO, contracting authorities, NGOs, etc.

Capacity building activities for business environment in all regions of Armenia started from October 2014 and lasted until the end of November. The main aim is to provide primary information to the business people on how they can participate to public procurement, how to use ARMEPS, etc. In October-November 9 regions out of 10 were visited by Consultants. Syuniq regional seminar was postponed due to weather conditions.
