||Richard Anthony Gargrave
Associate Director, Procurement Policy Department, EBRD
Richard has over 30 years experience of public procurement and project management firstly with Crown Agents of UK on various IFI funded projects, then 4 years with the World Bank based in Kiev and for the last 11 years with the EBRD in its London Headquarters.
His responsibilities include a wide range of tasks from conducting and reviewing procurement processes, developing standard documentation, conducting audits, undertaking training and institutional capacity building, systems development and advisory services, complaints review and resolution. He has specific responsibility for procurement and project implementation issues involving concession finance; co-financing with EU Structural Funds; procurement certification in collaboration with CIPS UK; project risk management; projects involving financial intermediaries and e-procurement. Richard is also the project manager responsible for the design, development and implementation of the EBRD’s Client e-Procurement Portal (ECEPP).
Richard has work experience in Albania, Armenia, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Georgia, Kosovo, Lithuania, FYR Macedonia, Moldova, Poland, Romania, Russia, Serbia, Slovakia, Turkey, Ukraine and Uzbekistan.
