|Country Project Report - Tajikistan|
The EBRD UNCITRAL Initiative country technical cooperation project in Tajikistan focuses on supporting legislative reform and providing policy advice for implementation of the newly designed policies in practice, via the eProcurement reform project in particular.
The key project activities included:
- In April 2013, the EBRD UNCITRAL Initiative in cooperation with the WTO GPA Secretariat organised a regulatory capacity building session for the officials from the President’s Administration of Tajikistan, Public Procurement Agency and the Ministry of Finance of Tajikistan. The session, organised by the UNCITRAL Secretariat and held in Vienna, Austria, focused on discussing specific standards of the 2011 UNCITRAL Model Law and with an emphasis on reform of Public Procurement in the light of commitments of Tajikistan to open negotiations for GPA accession after joining WTO in March 2013. As a result of the session, policy recommendations regarding developing legal framework in the context of the future negotiations for GPA accession was submitted to Government of Tajikistan for consideration.
- In July 2013, a second regulatory capacity building session with government officials from the Ministry of Economy, Public Procurement Agency and the Prime Minister’s Office was organised by the EBRD in London, United Kingdom. The main focus was the coordination of the Public Procurement Reform Work Plan with the international consultants working for the Government of Tajikistan under the World Bank-funded project. In addition to the EBRD and UNCITRAL experts’ inputs, the session brought forward recommendation of the OECD Anti-Corruption Network monitoring process in Tajikistan and the WTO GPA accession requirements which should be considered while developing new national public procurement legislation.
- In February 2014, the EBRD UNCITRAL Initiative experts Paulo Magina and Tato Urjumelashvili undertook a mission to Dushanbe, Tajikistan to assess directions for the eProcurement platform development and verify its capacity to work with auctions and framework agreements. During the mission experts conducted two training sessions and joined the World Bank funded mission of the eProcurement consultants from Malaysia. The major focus of the training sessions was to present the lessons learned from development of the eProcurement procedures in Georgia, specifically regarding the eAuction module which was demonstrated in detail online and to discuss the Portuguese experience of selecting, creating, managing and executing framework agreements for central and local government.
- In September 2014, the EBRD UNCITRAL Initiative and WTO GPA Secretariat organised a workshop for government officials from the Ministry of Economy, Public Procurement Agency and the Prime Minister’s Office of Tajikistan. The workshop, hosted by the UNCITRAL Secretariat in Vienna, Austria was dedicated to the review of the draft law on public procurement prepared by the Government of Tajikistan in the context of the country’s GPA negotiation strategy.
