Reform Agenda


Reform Agenda priorities agreed at the EBRD UNCITRAL Initiative Workshop in October 2012



 1. Development of public procurement reform programme and strategy

 - Assistance to the Public Procurement Agency in revising strategy for national public procurement reform and eProcurement reforms, in order to include a strategy for the WTO GPA negotiations and the WTO GPA Accession Plan

 - Preparation of the Road Map for Implementation of the Public Procurement Reform, coordinating roles and responsibilities in the reform process and international donors’ support to the reform project


 2. Assistance in public procurement legislative reform

 - Review of the new draft legislation regarding compliance with 2011 UNCITRAL Model Law and mandatory requirements of 2012 GPA


 3. Policy advise and capacity building for eProcurement reform development and implementation

 

Road Map/Action Plan

Priority 1

Regulatory capacity building on the 2011 UNCITRAL ML and the 2012 WTO GPA;

Assisting the Public Procurement Agency of Tajikistan in revising strategy for national public procurement reform and eProcurement reform, in order to enable the WTO GPA accession;

Preparation of the Road Map for Public Procurement Reform, coordinating roles and responsibilities in the reform process and international donors’ support to the national reform project;


Priority 2

Review of the draft primary and secondary legislation, prepared by the international consultant hired under the World Bank-funded project, on compliance with 2011 UNCITRAL and 2012 GPA;

Developing dedicated TC for assistance in the GPA negotiation process, to be implemented under the EBRD GPA TC Facility;


Priority 3

Diagnosis of the progress of the eProcurement reform and its further development;

Regulatory capacity building on the eProcurement policy standards;

Support in implementation of the first stage of eProcurement reform in Tajikistan.
